Housing Quality Standards

9 MOST COMMON FAIL ITEMS

  1. A missing for non-working smoke detector
  2. Missing or torn screens or bent frames
  3. Missing discharge line or missing pressure relief valve on water heaters
  4. Appliances not installed or not working
  5. Missing or broken covers on outlet or switch plates
  6. Missing handrails on steps or porches
  7. Broken or cracked windows
  8. Garbage, trash or debris in yard or house
  9. Torn, ripped, or loose carpet or linoleum


You need to inspect your unit for these most common fail items and all others listed next.
The above list covers only the most common fail items - not all that will be inspected. Please review and
check these areas - they could save you time and extra “out of pocket” rent if additional time is needed
for repairs and to re-inspection of fail items. Keep in mind, if it is in the residence, around the residence
or a part of the residence, it must function.


IF THERE IS ANY PEELING PAINT ANYWHERE ON OR INSIDE THE RESIDENCE, IT WILL NOT BE INSPECTED.


Smoke Detectors: 
There must be an operating smoke detector on each level of the residence


Roof: 
  • No leaks to the interior
  • If guttering is in place it must be functional and complete-no leaks, no missing parts


Exterior: 
  • All windows must have screens no bent frames, no holes
  • Windows must have locks in place and they must function
  • Windows cannot be broken or cracked
  • All exterior doors must have locks installed
  • No structural damage
  • No tripping hazards
  • Railings must be installed on all landings, porches, and decks over 36 inches off
  • ground
  • Handrails must be installed on three or more steps, steps over 36 inches high
  • must have a handrail on both sides
  • “Handrails” must be a true handrail, not a 2 x 4 or 2 x 6 board
  • No trash on the property


Heating & Plumbing:
  • NO VENTLESS GAS HEATERS
  • If the residence has a ventless gas heater, it must be removed
  • No exposed wiring
  • You must have a heat source that will directly or indirectly heat the entire residence
  • No plumbing leaks
  • All sinks must have drain traps in place
  • Water heater must have a pipe installed on the pressure relief valve, piped within 6 inches of the floor or through the floor
  • No leaks on the water heater
  • Wiring on water heater installed properly


Electrical: 
  • No exposed openings in the breaker box
  • No cracked, missing or broken switch or outlet covers

  • No exposed wiring on the interior or exterior of the residence
  • All junction boxes-switches-and outlets must have approved covers installed


Living Room: 
Living areas must have one fixed overhead light and one operational outlet Or Two separate functioning outlets


Bedrooms: 
  • All bedrooms must have one fixed overhead light and one functioning outlet or two separate functioning outlets
  • All bedrooms must have one window. If the window is designed to open it must open. All windows must have functioning locks and screens.
  • No holes in walls-ceilings-floors or doors
  • Doors must have all hardware and must be functional


Kitchen: 

  • Stove-all burners and oven must be operational
  • Kitchens must have one fixed overhead light and one operational outlet

  • Must have a functional refrigerator with good seals
  • Must have a place to prepare food-no broken drawers, damaged counters, and no broken cabinets


Bathroom: 
  • Must have one fixed overhead light
  • One window or operational vent fan
  • One toilet-properly secured to the floor
  • One fixed washbasin with hot and cold water-no leaks-trap in the drain
  • One tub or tub and shower-operational-no leaks
  • No sharp edges in the tub area


Mobile Homes: 
  • All mobile homes must have approved anchors or tie-downs in place and must be made available for the inspector to view during the inspection
  • Plus all other items listed above
